EDIT: i have just spoken to samsung support The buds will work fine as basic android headphones when connected via the "galaxy buds" bluetooth connection but also need to be connected via the "buds" bluetooth connection for commands to work in the wear app on chrome os. However chrome os is missing the connectivity features to allow the galaxy buds to work with the wear app as android on the chromebook is built differently than on mobile devices (which is why some apps flat out refuse to work including the wear app)

the samsung support agent has passed the issue along to the developers of the app to see if they can fix the issue.
