Alldata just says to install the pushrods and rocker rails using a special tool (not really needed), but it doesn't list any torque specs for the rail. Is this just a tighten to snug situation or is AD missing some specs?

INSTALLATION

CAUTION: The longer push rods are for the exhaust side, and the shorter push rods are for intake side.

1. Install the push rods in the same order as removed.
2. Install the pushrod retaining plate (1) special tool 9070.

CAUTION: Ensure that retainers (2) and rocker arms (4) are not overlapped when torquing bolts.

CAUTION: Verify that pushrod is installed into rocker arm (4) and tappet correctly while installing rocker shaft assembly. Recheck after rocker shaft has been torqued to specification.

CAUTION: The rocker shaft assemblies are not interchangeable between intake and exhaust. The intake rocker arms are marked with the letter "I".

3. Install rocker shaft assemblies in the same order as removed.

4. Tighten the rocker shaft bolts to 22 Nm (195 in. lbs.) torque, using the sequence provided. CAUTION: DO NOT rotate or crank the engine during or immediately after rocker arm installation. Allow the hydraulic roller tappets adequate time to bleed down (about 5 minutes).

5. Remove pushrod retaining plate (1) special tool 9070.

6. Install cylinder head cover.

I used that Millers tool jig and it came in handy to hold the pushrods in place while tightening down the rocker arms.... Even with the tool I had to redo each side a least one time cuz of one the pushrods had popped out....

195 in lbs. tighten the middle first then work your way out. yup the miller tool comes in handy but its not needed. do both side and leave the valve covers off. rotate the engine over by hand and make sure every pushrod goes through an entire cycle. you could still have one pop out but this is a good way to check to make sure they are seated. make sure you have the intake pushrod on cyliner 1 in the correct hole. the oiling hole for the head is right next to it. ive made that mistake before and you wont know unless you turn the motor over.

Yup exactly what we did! Yeah turning the engine by hand us a key thing here...

How tight should rocker arm bolts be?

The bolts should be tightened with a torque wrench to 124 inch-pounds, then tightened an additional 30 degrees of clockwise rotation. The valve lifters are hydraulic, so no adjustment beyond this tightening specification is necessary.
