Partners Eamon Merrigan and Jason Rubin regularly serve as Judges Pro Tempore in the Civil Trial Division of the First Judicial District. As Judges Pro Tempore, Eamon and Jason serve as mediators between parties at Court mandated settlement conferences for major jury cases in Philadelphia County in hope to reach a resolution without the need for trial.

At Goldberg, Miller & Rubin, Eamon Merrigan concentrates his practice on premises liability, automotive negligence, intentional tort, products liability, medical malpractice, construction accident and complex litigation claims. Jason Rubin focuses his practice on toxic tort, products liability and personal injury claims. Both have significant trial experience and are recognized by their peers and the Courts for their knowledge of civil claims.

The First Judicial District (FJD) of Pennsylvania is composed of two courts which make up the Philadelphia County Court System: the Court of Common Pleas; and Municipal Court. The operations of the First Judicial District of Pennsylvania are controlled by an Administrative Governing Board which consists of the President and Administrative Judges of the two courts and the State Court Administrator of Pennsylvania. The Chairperson of the Board is appointed annually by the Pennsylvania Supreme Court.

Urgent Message

The Thirty-Second (32nd – Delaware County) Judicial District will this fall pursuant to 42 Pa.C.S. §1503 and the related direction of the Pennsylvania Supreme Court undergo the decennial magisterial district court reestablishment review with the present intention to finalize before this year’s end a Magisterial District Reestablishment Plan.

The overarching goal of the reestablishment process is to determine a proper number of magisterial district judges necessary to timely process in a fairly apportioned manner the judicial district’s caseload that recognizes and accommodates for the next decade those judicial needs of the county.

The Supreme Court of Pennsylvania has instructed, among other things, that as part of this deliberative process consideration is to be given to the relevant concerns and thoughts of the Delaware County community, whether through individual residents and/or via local organizations.

Any persons and/or community groups interested in submitting comments, concerns and/or public input otherwise for consideration as part of the magisterial district court reestablishment review process are invited to forward the same as follows:
