New Jersey Motor Vehicle Commission inspections stations reopen Monday from coronavirus closures and driver’s license road tests may resume, though plans to offer in-person services at agency offices have been delayed a little longer due to technical problems

Those who pass the road tests will have to wait until agencies reopen July 7 to get their new licenses, but they will be given access to “Road Test” express lanes at every Licensing Center, MVC officials said.

New Jersey indoor malls are also reopening Monday with a slate of additional permitted activities including amusement parks, arcades and indoor dining set to reopen Thursday.

MVC agencies plan to use a text messaging system to allow people to check-in and then wait in cars for their turn for in-person services, but that wasn’t ready in time for Monday’s reopening and needs more testing. The new date for the broader reopening is July 7.

Existing road test appointments for Monday and beyond will not be canceled, according to MVC officials. Letters have been sent to people who had scheduled road tests prior to the shutdown.

Matthew Malespina, of South Orange, is among them, in a backlog of more than 60,000 prospective drivers grounded since March 17, when MVC agencies were shuttered by the coronavirus.

He’d planned to take his driver’s license road test on June 8 - his 17th birthday.

“My whole summer was basically pinned around getting it this summer,” Malespina said of his unexpectedly elusive driver’s license.

While MVC road tests are resuming Monday, Malespina is going to have to wait a while longer to take his exam, which he scheduled 10 months ago upon completing a drivers’ education course.

His father, Joe, explained that his son’s learner’s permit recently went missing, and without the identification number on the permit they were unable to schedule an appointment online. They will need to visit an MVC office when they reopen July 7.

For now, that leaves the rising high school senior with only one option in terms of getting around on his own.

“He’s biking everywhere,” his father said.

MVC officials say letters were mailed to people with the oldest road test dates first. Due to the backlog of 60,000, the letters had to mailed in three phases, and two have already been sent.

The letter has a code to reschedule at one of the 11 new road test courses the MVC has set up.

Student drivers will be asked at the appointment if they or anyone in their families have coronavirus symptoms, have tested positive or been exposed to it. They must wear face masks for the test.

MVA agencies will be closed on Mondays during July to allow officials to perform health and safety assessments of facilities following each week of expanded activity

Officials urge customers to use NJMVC.gov to renew or replace licenses, renew or replace registrations, or change their address. Transactions that can be done online will not be available in agencies until further notice.

The MVC offered extensions on expiring licenses, registrations, inspection stickers and temporary tags during the shutdowns.
