I don't think you can, no. You need the PIN for any ATM, even if it's a debit card.
While you don't really need it for online purchases, and some merchants, you can't take out cash without it. Besides, cash advances are super expensive, with the added fees and interest rate. You shouldn't really make a habit of it.
